- Pendapatan kasar isi rumah bagi pemohon individu (bujang/tidak berkeluarga) hendaklah tidak lebih daripada RM10,000sebulan manakala berkeluarga (suami dan isteri) tidak lebih daripada RM15,000 sebulan
- Keutamaan pemohon diberikan kepada pemohon yang belum memiliki rumah di Wilayah Persekutuan
- Keutamaan permohonan diberikan kepada pemohon yang dilahirkan, bekerja atau bermastautin di Wilayah Persekutuansemasa permohonan dibuat;
- Sekatan penjualan (moratorium) selama 10 tahun dikenakan di mana rumah yang dibeli tidak boleh dipindahmilik atau dijual tanpa kebenaran kerajaan kecuali kepada waris terdekat seperti suami/isteri atau anak-anak sahaja.
- Suami atau Isteri layak memiliki satu unit rumah sahaja di Wilayah Persekutuan;
- Pemohon berstatus muflis boleh memohon tertakluk kepada kelulusan bertulis Jabatan Insolvensi Malaysia; dan
- Pemohon hendaklah berdaftar di Portal RUMAWIP.
